I think the idea is that you need the download so that the time automatically changes when DST takes effect. In Congress' defense (Sean blamed them in the prior post), the change will likely save energy, and let's not forget that they passed the thing more than two years ago. If anyone is to blame, it's the companies that waited till the last minute or otherwise did half-assed jobs on software fixes.
